Every Light Personal Electric Vehicle (LPEV) must be covered by third-party liability insurance, with minimum coverage of €50,000 for bodily injury, property damage, or death. Riding without active insurance carries a €250 fine. At the time of writing, the annual cost of this type of insurance is approximately €25 to €30 per year.
3. Identification Documents
Riders must carry a valid form of identification (ID card or passport) as well as proof of insurance. For shared or rental scooters, digital proof displayed through a mobile application is permitted.
4. Permitted Roads
Electric scooters are not allowed on roads where the speed limit for motor vehicles exceeds 50 km/h, including major avenues, high-speed roads, and national highways. Violating this rule may result in a €350 fine.
5. Digital LPEV Registry
A new electronic registry managed by the Ministry of Infrastructure and Transport will record each vehicle’s technical specifications, ownership information, and owner details. This measure aims to facilitate inspections and identify illegal speed modifications.
6. Speed Limits and Sidewalk Use
The maximum permitted design speed remains 25 km/h. In pedestrian zones and low-traffic areas, the speed limit drops to 6 km/h. Riding on sidewalks is prohibited and punishable by a €200 fine.
7. Mandatory Safety Equipment
Riders are required to use:
- An approved helmet
- A white or yellow front light
- A red rear light and rear reflector
- Side reflectors
- A bell
During nighttime riding, reflective clothing or a reflective safety vest is also mandatory.
8. Additional Restrictions
The following are prohibited:
- Carrying a passenger
- Using a handheld mobile phone while riding
- Wearing headphones in both ears
